A kick plate at six feet

This little door is about six feet off the ground and three feet tall. Why does it need a kick plate?

The panel was almost certainly designed to be used on every floor, with one button for up and one for down. Except, for some reason, this lowest-level panel was installed with the Up button at the bottom.
“Stick a label on it” only helps if people read with their eyes, in English. Anyone who is neurospicy, doesn’t read English, or is Blind gets the frustration instead of the fix.
The rule
The number one rule in my usability book: don’t frustrate your users.
Both of these were decisions someone made upstream of the install. They look small; the kick plate is harmless, and the panel works if you can read the label. They still violate the rule.
